Chapter 21
The Su Xiong State-Owned Assets Supervision and Administration Commission Takes Control of Strategic Resources for the People's Livelihood, Reforming Economic Openness to Private Capital

Putin's strong stance was deeply appreciated by Konev.

The Bear Alliance, though purged, remained in a state of turmoil.

At this time, a mild approach would only exacerbate the instability.

Only a firm hand, a direct suppression of power, could yield tangible results.

Konev wouldn't dwell on the specifics of these methods.

His sole focus was whether the final outcome would restore the Bear Alliance to its former glory.

After Putin briefed him on the upcoming actions, Konev knew it was time to complete the final step of the purge.

Eliminating a significant number of pro-Western officials was just the beginning.

After those officials were dealt with, numerous power vacuums had formed across the Bear Alliance.

Every vacancy, large or small, was being coveted.

Beyond the high-ranking officials within the Bear Alliance, the Western forces of the Eagle Nation and the Northern Alliance had their eyes fixed on these vacant positions.

If they could seize this opportunity to insert their own people, it would be incredibly difficult to detect them.

These individuals could even climb the ranks, like Gorbachev and Yelytsin before them, and directly influence the entire alliance from positions of power.

However, Konev had anticipated this six months ago.

Konev stood up, his expression solemn as he addressed the officials gathered in the assembly hall: "As you've all noticed, there are a few faces here today that weren't present before."

"All of you here are the elite of our Bear Alliance."

Pausing briefly, Konev calmly continued, "I will be making adjustments to the positions of some of you to better prepare the Bear Alliance for the challenges that lie ahead."

As Konev finished speaking, the gazes of those present fixated on him.

Tension filled the room, for this gathering would determine their future ranks!

Konev then announced in a loud voice, "Comrade Che Guevara!"

Che Guevara, sporting a thick beard, promptly rose, replying with a crisp, "Present!"

Konev, observing the spirited Che Guevara, a satisfied expression on his face, said, "After careful consideration, the organization has decided to appoint Comrade Che Guevara, Deputy Minister of the State Security Service, as the new Minister of State Security of the Bear Alliance."

Che Guevara was taken aback. He hadn't expected to be the first called upon by Konev.

He had only been in office for less than half a year, and now he was being promoted to the full Minister of State Security!

After a moment of shock, Che Guevara replied with a strong voice, "Thank you for the organization's trust!"

"I will do my utmost to fulfill my responsibilities as Minister of State Security and ensure the safety of the entire Bear Alliance!"

As he finished speaking, Konev led the applause.

The entire assembly hall erupted in a sea of applause.

After ten seconds, Konev raised his hand, and the hall fell silent.

With a satisfied nod, Konev then called out, "Comrade Amuxi Ka!"

"Present!"

Amuxi Ka shot up from his seat, standing at attention.

"After extensive observation, the organization has decided to appoint Deputy Director Amuxi Ka as Minister of Propaganda for the Bear Alliance!"

Amuxi Ka immediately replied in a loud voice, "Thank you for the organization's trust. I will redouble my efforts to ensure the Bear Alliance's will reaches the hearts of our people."

Konev nodded in approval and continued to make appointments for those who had been chosen.

Applause echoed through the assembly hall, and everyone seemed energized, relishing the spoils of the successful purge.

These appointments served not only as a reward for those who had sided with the alliance, but also as Konev's way of building his own faction.

Only with his own people at the helm could Konev feel even a semblance of peace of mind.

However, these appointments weren't all promotions.

Several officials who had previously held close ties to Gorbachev or Yelytsin were removed by Konev.

All positions of Director and Minister were now occupied by officials loyal to Konev.

Those who had been removed, regardless of their capabilities, were relegated to marginal or insignificant roles while being observed by Konev.

If they proved to be without fault, Konev might consider re-employing them in the future.

But for now, Konev would rather err on the side of caution, not letting any seeds of Western thought be sown within the organization.

The meeting stretched on for a full four hours.

Now, the Bear Alliance's high-level power structure was completely under Konev's iron grip.

For Western forces to attempt to infiltrate this network of power, built by Konev and his loyalists, would be nothing short of delusional.

After all, these newly appointed officials were acutely aware that their current positions were due to the strong-willed Konev.

If they ever dared to betray the alliance, Konev wouldn't hesitate to eliminate them.

Four hours later, the appointment process finally came to an end, with a total of 271 individuals undergoing position changes.

As the attendees assumed the meeting was about to conclude, Konev calmly announced to them:

"Besides the personnel changes, there is also a crucial strategic policy to address."

The moment Konev spoke, the eyes of everyone in the room turned toward him.

The Bear Alliance had just undergone a major blood change, but Gorbachev's misguided policies continued to linger.

This meant that the slow poison Gorbachev had fed the Bear Alliance was still taking effect.

If they simply replaced personnel without swiftly addressing these erroneous policies and enacting effective, sound solutions, the Bear Alliance wouldn't see immediate improvement.

Konev then announced in a clear voice, "I propose the establishment of the Bear Alliance National Asset Commission, abbreviated as Bear NAC."

The assembled officials had never heard of this department and were unsure of its purpose, leaving many perplexed.

Konev then explained, "The National Asset Commission will serve the country's strategic resources."

"Strategic resources include things like oil, natural gas, minerals, and grains. These vital resources, essential to the nation's survival, must be under the complete control of the Bear Alliance National Asset Commission."

"The circulation of these commodities will be determined by the National Asset Commission. A small portion can be released to the private sector for circulation to balance planned economic activity."

"Ordinary commodities, however, will be traded and circulated normally in the private sector."

The purpose of Konev's proposed National Asset Commission was clear.

It was due to Gorbachev's mismanagement of these vital strategic resources that the Bear Alliance had experienced a severe decline in its military strength and faced significant limitations in its overall production.

As the officials were pondering this newly formed department, Konev continued, "I am now proposing the establishment of a National Asset Commission. I urge you to carefully consider this proposal during your deliberations and present at least three viable economic suggestions at our next meeting."

"We must act swiftly to formulate a series of economic reform plans for the Bear Alliance!"
