Chapter 4
The Plan is Unveiled

After getting to work that day, Sun Lian Cheng arranged the few tasks he had, and then found Gao Feng, a young staff member who was close to him.

“Gao Feng, are you busy now?”

“Town Chief, I’m not busy. Do you have any instructions?”

“There’s something. Arrange your work and come with me to the countryside to check on the situation!”

Gao Feng suddenly frowned: “Town Chief, it’s almost time for the summer harvest, won’t it be too much trouble for them if we go down now?”

Sun Lian Cheng was stunned for a moment, but he quickly understood.

“Don’t worry, we’ll just buy some chicken, duck, fish, and meat ourselves, or buy some cooked food. We’ll just go find their village chief and secretary to understand the situation, it won’t be a big deal!”

Gao Feng smiled: “That’s even better! Just wait a moment, I’ll be there right away.”

“No hurry, I’ll go buy groceries first. Meet me at the gate in half an hour!”

“Okay!”

Sun Lian Cheng rode his motorcycle to the town market to buy groceries, and then came back to pick up Gao Feng. The two of them soon turned onto a rural dirt road and headed towards the village.

In those days, the countryside rarely had paved roads, they were all bumpy dirt roads.

If you drove a car, maybe it wouldn’t be as convenient as a motorcycle.

It was also for this reason that Sun Lian Cheng decided to buy a motorcycle. Otherwise, wouldn’t it be better to save money and buy a car?

In less than half an hour, the two arrived in a village called Feng Ling Village.

Although this village was not far from Dong Lin Town, the poverty still shocked Sun Lian Cheng.

Sun Lian Cheng’s family was from the town. His parents used to be ordinary workers, and now they’re running their own businesses.

He has an older brother, Sun Lian Guo, who is two years older than him, and a younger sister, Sun Lian Xiang, who is four years younger than him!

His brother, Sun Lian Guo, studied until high school, but couldn’t get into college, so he went home and helped his parents with their business.

His sister, Sun Lian Xiang, studied at a technical school and has been assigned to a unit back home.

Since his family didn’t have any financial worries, Sun Lian Cheng could lie flat with peace of mind.

Otherwise, if he were like Secretary Qi, owing so much to the villagers, he probably wouldn’t be able to lie flat with a clear conscience.

Coming from a town, Sun Lian Cheng didn’t have much understanding of the countryside.

The soul that came from the 21st century even knew less than his original body!

After all, in the 21st century, the situation in the countryside has been completely turned upside down. No matter what, they can eat, and the poverty alleviation campaign is basically completed.

But when Sun Lian Cheng and Gao Feng went down to the countryside, they were immediately shocked by the poverty.

There were almost no concrete flat houses in the village, most of them were brick and tile houses, and there were even houses built with thatched grass, housing seven or eight people.

If there was a heavy rain or storm, they probably wouldn’t be able to find a safe place.

Sun Lian Cheng and the others found the village chief and secretary, and then went around with them to have a look.

The situation was even worse than they imagined!

If the standards for poverty alleviation came later, probably not a single family in the village would meet the requirements.

In other words, almost everyone is below the poverty line!

After seeing this situation, Sun Lian Cheng finally understood why Li Da Kang and the others were willing to risk their careers and push for all sorts of projects.

Although building roads may cause trouble, and although construction projects may have problems, if they do nothing, how will everyone get rich?

It’s not something you can wait for, and you can’t rely on anyone else.

In the next one or two months, Sun Lian Cheng always took the time to visit every village.

Except for the few villages near the town, whose economic conditions were slightly better because they were able to do some business, most of the other villages were very poor.

After the inspection, Sun Lian Cheng’s lying-flat heart felt a little uneasy.

To hold office is to work for the people. Now that he was the town chief, shouldn’t he do something?

Looking at the national flag on the table, Sun Lian Cheng’s thoughts quickly spread out.

More than two months after arriving in Dong Lin Town, Sun Lian Cheng held a meeting for the first time, inviting village cadres from every village.

In this meeting, Sun Lian Cheng presented his investigation report, analyzed the natural conditions and resources of Dong Lin Town, and finally came up with a specific development plan.

To be honest, seeing Sun Lian Cheng’s investigation report, development plan, and a dozen feasibility studies for industrial development, even Hu Lai, the old hand, couldn’t help but be moved.

Hu Lai had worked for decades, his educational level wasn’t very high, he did have many problems, but that didn’t mean he wasn’t concerned about the development of his hometown.

It’s just that he didn’t know what to do, so he just let things slide and waited for retirement.

Now, seeing Sun Lian Cheng’s work report, the thought of trying to sabotage him quickly receded.

Without Hu Lai’s obstruction, no one else dared to oppose Sun Lian Cheng, the town chief.

So Sun Lian Cheng decisively began to push his plan!

However, unlike Li Da Kang’s forceful promotion, Sun Lian Cheng left a lot of leeway here.

Because these plans weren’t mandatory, they were only semi-mandatory and incentivized projects.

For example, Sun Lian Cheng’s plan included tea planting, bamboo forest planting, fruit planting, aquaculture, chicken, duck, and fish raising, and related industries such as tea production, bamboo and rattan weaving, and canning.

The planting and raising part was pushed to the rural areas, and they had to be the ones to plant and raise these things.

However, the town government needed to help with the product sales, and the tea production, bamboo and rattan weaving, and canning factories needed the government to coordinate and solve them. The farmers didn’t have the ability to do that!

So the mandatory part was the planting and raising, requiring each village to use different conditions to plant and raise things, and to have enough raw materials to supply before the factories were established.

Because of this, Sun Lian Cheng’s lying-flat plan was difficult to lie flat.

For a whole month, half of Sun Lian Cheng’s lying-flat plan wasn’t achieved, and the system didn’t recognize it, so there were no lottery draws or rewards.

But after all this hard work, he finally got some rewards.

The planting and raising in each village were gradually promoted, Sun Lian Cheng helped introduce many saplings and seedlings, and the villagers also solved most of them by themselves.

Next was the matter of the factory. Because of the uncertainty, no one was willing to come here to set up a factory.

In the end, Sun Lian Cheng had to use his brother, Sun Lian Guo, with his family’s tens of thousands of dollars, to set up an art factory and a canning factory.

This was done before the results of the planting and raising came out, but it didn’t completely dispel everyone’s doubts.

So Sun Lian Cheng could only take out the 《Agricultural Science Compendium》he got earlier, and then gather various talents to study planting, raising, and the production of various products.

However, after the work progressed, he returned to his original lying-flat state.

He went to work on time every day, only thinking about work during work hours, and arranging his free time freely.

Soon, the first result came out!
