Li Hongzhang's Troubles

Zhili, Baoding, Governor's Mansion.

Li Hongzhang, Governor of Zhili and concurrently Minister of Beiyang, was in his study, looking at a secret report, his face very grim.

Or rather, he was very conflicted.
